HCE Singapore is a subsidiary of Heierli Zurich, a well established Swiss consultancy company of over forty years experience in security risk engineering and protective design. It has a combined multi disciplinary professional work force of more than 50 structural blast mitigation design engineers, Electronics Security professionals, Emergency and Business Continuity Planning specialists, Security Risk Management specialists, Professional Engineer’s registered with PE Board and in-house drafting staff.

HCE is a Recognized Security Organization (RSO) with Singapore Maritime Port Authority to carry out security risk assessment and audit on organizations with facilities mandated by ISPS (International Ship and Port Facilities). The company has to-date carried out very extensive critical infrastructure risk assessment studies for many government agencies including world-wide embassies and missions for a key Ministry. In addition, HCE also provides broad range composite services to a wide spectrum of industries on comprehensive security risk assessment studies and auditing, protective hardening and rigorous dynamic structural design, developing emergency planning and business continuity framework including operational manual, supply chain security for voluntary certification as well as asset protection with customized corporate training.  

Most of all, HCE had been recognized as the pioneer specialist consulting Company in Civil Defence emergency planning and development, particularly protective design against weapons effect and blast mitigation. Significant contribution in this domain was in developing the comprehensive technical specification, design and planning guidelines, integrated systems tests and commissioning protocol as well as manuals pertaining to operation, maintenance and training that were pivotal for the construction of Singapore Mass Rapid Transit station emergency shelters.

In addition, HCE has also collaborated with SMa School of Management, a subsidiary of Singapore Manufacturers’ Federation to provide comprehensive training and education service to the industry in supply chain security, asset protection, risk management and protective engineering domain.
